The Regulation of Thermal Installations in Buildings (RITE).

Given the extensive Spanish regulations that affect building, the Regulation of Thermal Installations of Buildings, the RITE, is in part the basis and will affect the realization of energy certificates on homes and buildings in obtaining the energy rating of buildings.

What is the RITE?

The RITE establishes the conditions to be met by the facilities designed to meet the demand for thermal well-being and hygiene through heating, air conditioning and sanitary hot water installations, in order to achieve a rational use of energy.

The new is justified RITE within the energy saving and efficiency plan in Spain which contributes to promoting the use of renewable energies such as solar thermal energy.

The determining factor is the comfort, well-being and hygiene of the people. Thermal installations have to be designed, calculated, executed, and used in such a way that four requirements are met:

  1. -Thermal quality of the environment.
  2. -Quality of the indoor air.
  3. -Hygiene.
  4. -Quality of the acoustic environment.

From here, the highest energy efficiency requirements established by the Royal Decree are reflected in:

  • Greater Energy Efficiency in heat and cold generation equipment, as well as those for the movement and transport of fluids.
  • Better insulation in the equipment and conduits of thermal fluids.
  • Better regulation and control to maintain the design conditions foreseen in the air-conditioned premises.
  • Use of available renewable energies, especially solar energy and biomass.
  • Incorporation of energy recovery subsystems and the use of residual energy.
  • Mandatory systems for accounting for consumption in the case of collective facilities. Gradual disappearance of more polluting solid fuels.
  • Gradual disappearance of less efficient generating equipment.

Given the need to adapt to European regulations. The Council of Ministers of April 5 approved Royal Decree 238/2013, which modifies certain articles and technical instructions of the Regulation of Thermal Installations in Buildings, approved by Royal Decree 1027/2007, of July 20.

The new Royal Decree arises from the need to transpose Directive 2010/31 / EU of the European Parliament and of the Council, of May 19, 2010, relative to the energy efficiency of buildings, to the Spanish legal system and to the requirement established in the Second final provision of Royal Decree 1027/2007, of July 20, which approves the Regulation of Thermal Installations in Buildings, to proceed to a periodic review at intervals not exceeding five years of the energy efficiency requirement, make It is necessary to carry out a series of modifications in the current Regulation of Thermal Installations in Buildings (known in practice by its acronym, RITE). RITE is arranged in two parts:

  • Part I, contains the general conditions of application of the RITE and the requirements of well-being and hygiene, energy efficiency and security that thermal installations must meet. This part also contains the conditions relating to technical documentation, the execution of thermal installations, their commissioning, use and maintenance and inspection.
  • Part II, contains the characterization of the technical requirements and their quantification, in accordance with the current development of the technique. Levels or limit values and procedures are established, expressed in the form of verification methods or sanctioned solutions for the practice, the use of which allows to prove compliance. There are four Technical Instructions (IT) that correspond to the installation phases:
  1. IT Design and dimensioning.
  2. IT Assembly.
  3. IT Maintenance and use.
  4. IT Inspection.
