Building Evaluation Report IEE Program - Computer Application

What is an IEE Building Assessment Report

The IEE regulations, replaces the Technical Building Inspection (ITE), includes, in addition to issues related to the state of conservation of the building,the level of accessibility and energy efficiency. To avoid duplication -when the property has passed the ITE- it will only be necessary to supplement the new report with the part referring to the energy efficiency certificate. In a generic way we can identify the IEE as:

Mainly this informative document appears contemplated in its basic regulation in the Law 8/2013 on Urban Rehabilitation, Regeneration and Renovation. Who is required to have an IEE report

According to article 4 of the Law 8/2013, the owners of properties located in buildings of the residential type of collective housing that have an antiquity are obliged over 50 years. According to article 2, section 6 of this Law, a residential type building of collective housing is understood to be: …

“The one made up of more than one dwelling, without prejudice to the fact that it may simultaneously contain other uses other than residential. With assimilated character, it is understood included in this typology, the building destined to be occupied or inhabited by a group of people who, without constituting a family nucleus, share services and are subject to a common regime, such as hotels or residences ". In principle, and unless required by regional or municipal regulations, single-family homes are therefore excluded.

They are also required to perform the IEE the owners of any building, regardless of its age, when they intend to apply for public aid to carry out conservation, universal accessibility or energy efficiency works, and always prior to the formalization of the request for the corresponding aid.

What deadlines exist for the completion of the IEE

Note October 2015: With the new Legislative Royal Decree 7/2015, of October 30 (2015), which approves the revised text of the Land and Urban Rehabilitation Law. The timetable is specified as in the old repealed law for the Realization of the Building Evaluation Report:

"one. In order to ensure the quality and sustainability of the built park, as well as to guide and direct public policies that pursue similar purposes, and without prejudice to the autonomous communities approving a more demanding regulation and what the municipal ordinances provide, the Obligation to have the Buildings Evaluation Report regulated in article twenty-nine, it must be made effective, at least, in relation to the following buildings and on the dates and deadlines established below:

at buildings of a residential type of collective housing dated June twenty-eight, two thousand thirteen, had already been older than 50 years, on June twenty-eight, two thousand and eighteen, at most.

b) The constructions of a residential type of collective residence that are reaching the age of fifty years, from the twenty-eighth of June of two thousand and thirteen, within a maximum period of 5 years, counting from the date on which they reach said age.

Both in the presumptions of this letter, as in those of the previous letter a), if the constructions had a technical inspection current, carried out in accordance with its applicable regulations, already before June 28, two thousand and thirteen, the Evaluation Report will only be requested when its first review in accordance with those regulations corresponds, as long as the exact same does not exceed a period of ten years , starting from the entry into force of this Law. If this is the case, the Building Evaluation Report will have to be completed with those aspects that are absent from the technical inspection carried out.

c) The buildings whose owners intend to benefit from public aid with the purpose of undertaking works of conservation, universal accessibility or energy efficiency, in data preceding the formalization of the request for the pertinent aid.

d) The rest of the buildings, when in this way determined by the regional or municipal regulations, which will be able to establish specialties of application of the summoned report, depending on their location, age, typology or predominant employment.

2. What content does the IEE have
