Justification of the new DB HE of the CTE before the energy certificate

Recommendations to justify the new DB HE of the CTE before the energy certificate.

Informative note: See final article, new tool to justify the new DB HE..A colleague who works in Technical Advisory Standards has written an article that we believe is of interest to all of us who are involved in the energy certification process. Given the obligation to justify the new Basic Energy Saving Document of the Technical Building Code (DB HE) since last March, and because of the close relationship between the Sections HE0 and HE1 of the DB HE with the Energy Efficiency Certification Procedure in force, a series of conclusions and recommendations that we consider to be of interest are set out below.

The building files that are affected by either of the two aforementioned standards are:

  • New construction
  • Extension
  • Reform
  • Change of use
  • Existing buildings that are going to be put up for sale or rent
  • Permanently open buildings that are conditioned (acclimatized)

The areas of application are as follows:

- Section HE0 of the DB HE of the CTE (Order FOM / 1635/2013, of September 10):

  • New construction - Expansion - Permanently open and refurbished buildings

- Section HE1 of the DB HE of the CTE (Order FOM / 1635/2013, of September 10):

  • New construction - Expansion - Reforms - Changes of use

- Energy Efficiency Certification (Royal Decree 235/2013, of April 5):

  • New construction - Existing buildings to be put up for sale or rent - Existing buildings> 250m² of usable area occupied by public authorities and frequented by the public

We remember that from the portal of Technical building Code, codigotecnico.org theBasic Document (DB) aims to establish rules and procedures that allow compliance with the basic energy saving requirements and that we can consult in its section from HERE.

In particular, there are some supporting documents for the application of DB HE where the Ministry of development publishes a series of supporting documents (DA) that, although they are not mandatory, constitute, together with the articulated text of the Code, the applicable regulatory framework. As a complement to the normative provided, we can also consult the news of the RITE regulation in thermal installations.

For the justification of sections HE0 and HE1 of the new CTE DB HE, one of the following two options is allowed, until further notice:

  • Justification using the Lider (HE1) and Calener (HE0 and HE1) programs
  • Justification using the new Unified Tool (HE0 and HE1)

However, and given the current development conditions of the new Unified Tool, it is recommended, in most cases, the chain use of all the tools mentioned in the following order:

Leader → Calener → Unified Tool

Then moves Table of steps to follow depending on the file that we have to justify, and depending on whether it is Private Residential Use or NO. (As an example, the climatic zones adopted refer to Santa Cruz de Tenerife and Las Palmas)

* The new Unified Tool CANNOT be used at present to calculate the Energy Efficiency Rating. It can only be used to verify compliance with Sections HE0 and HE1 of the CTE DB HE.

** CE3 and CE3x tools CANNOT be used to certify buildings in which some type of work or change is carried out. They can only be used to calculate the energy efficiency rating of existing buildings that are to be put up for sale or rent.

From the portal of the Technical Code a new tool (free to download) has been implemented to justify the newBasic Energy Saving Document of the Technical Building Code (DB HE). We must register in the portal to be able to access it. (Currently the tool is not available - updated 2022)
