Royal Decree 235/2013, of April 5, with all the general characteristics of the future Energy Certificate published in the BOE. Soon we will be able to start making the Energy Certificates.
We understand that it was time for the appearance of a Standard that for more than a year has been the center of attention of an important part of society and more than a sector as punished as that of construction, where an attempt was made to revive based of Energy Certificates and of the new "2013-2016 State Housing Plan" where it is estimated that through the subsidies and the different plans they will lead to an increase in employment in Spanish society. Remember that «An investment of 2,500 million euros is announced in the new housing programs, of which 1,500 million will go to facilitate access to housing and another 627 million to rehabilitation and energy efficiency. "
In the absence of an exhaustive examination of the new characteristics that the Energy Certificate is going to present, be it registration, transposition to Autonomous Communities, powers … etc. We already have access in the BOE to Royal Decree 235/2013 of April 5, which approves the basic procedure for the Certification of Energy Efficiency of Buildings.
In 2002, the European Union began the process entrusted by the Treaty, and as a result, Directive 2002/91 / EC was born and its subsequent recast into Directive 2010/31 / EU. After 10 years of validity, Spain transposes what is established therein into its regulatory framework. It is not understood from the European Community how Spain has delayed the opening of such an important and transcendental issue in society. Only with those 10 years of delay, it forces us to worry about the type of "political profile" and the "political will" that exists in Spain.
