The CE3X Program is not updated in light of the new Basic Document DB-HE of the Technical Code that was approved in September 2013.
We have to take into account that throughout this time and especially since September 2013 updates have been made to theBasic Document DB-HE of the Technical Building Code in points that we saw that possibly affected the energy certification process without any changes to the approved certification programs. This situation provoked and has provoked a multitude of debates about the possible corrections that should have been made in the corresponding programs. As we have received an email from EFINOVATIC (Company made up of the technical and managerial team of the official procedure for energy certification of existing buildings CE3X) that clears these doubts, we want to inform you in this post.

1.- The Basic Document DB-HE is renewed (Date September 2013)

An informative document was published by the Ministry of Public Works where it was analyzes the new features incorporated into the Technical Code DB HE 2013 through questions and answers that helped us to better understand the new information and requirements incorporated. Access to the article:

«As you surely know, last September a modification of the Basic Document DB-HE« Energy Saving »was approved. Among other things, this modification implies an increase in the minimum energy efficiency requirements in building projects, and changes in the climatic zones, in the meteorological files and in the way of demonstrating the compliance that will require new computer tools.
The application of this modification can be carried out on a voluntary basis until next Thursday, March 13, at which time it will become mandatory.
The Energy Certification procedures, from the administrative point of view, are independent of the verification procedures of the CTE affected by this modification.. Therefore, as of this date, the energy certification of buildings can continue to be carried out with the same procedures as the employees until now.
Definitely, from this date you can continue using CE³X to certify existing properties, without any change in the way you use the program. "
