In order to clarify the steps for the registration of the Energy Certificate in the corresponding body of the Autonomous Community, we analyze all the points, forms and documentation necessary for the Certifying Technician or the consumer to be clear about the steps to follow in a generic way in the process energy certification
First of all we want to clarify an important issue that some technicians or clients are not clear about; The registration of the energy certificate is mandatory, in all cases, the energy certification process does not end until this document is registered in the competent body and we obtain the registration number, another point is that in the result of obtaining the number registration, the Energy Label is provided to us at the same time.
Object:
Proceed with the registration of the Energy Certificate in the Public Registry of the corresponding body of each autonomous community to which the property belongs:
- Buildings in Project.
- New construction buildings.
- Buildings or parts of existing buildings that are sold or rented to a new tenant, provided they do not have a valid certificate. (Remember that the maximum validity of an energy certificate will be 10 years)
Requirements?
Have an energy certificate signed by a "Competent Technician" whose definition is set forth in Royal Decree 235/2013.
Who can request the inscription of the energy certificate?
- Any citizen who is a promoter or owner of a certified property and that such document meets the requirements established in Royal Decree 235/2013.
- Certifying Technician, with the pertinent authorization of the client / owner.
Amount?
It will depend on the Autonomous Community in which you must register. Enrollment of the Energy Certificate and obtaining the Energy Label is mostly free. You can consult HERE.
Type of processing?
In person or online. Let us remember that some communities are only face-to-face and others try to make it only telematic. We remind you that they are obliged by law to establish a face-to-face registration as a minimum, so they cannot deny such an act even if the telematic registration is promoted.
Documentation to provide?
Owner:
- Original Energy Certificate. (Sometimes two copies are requested)
- Energy Label. (Some communities ask for it, even two)
- Application for Registration. (Some communities ask for it)
- Responsible declaration of the Competent Technician who signed the energy certificate without a collegiate visa. (Some Communities ask for them)
- Authorization model for the official signed by the applicant. (Some Communities ask for them)
- Photocopy of the DNI.
- Proof of payment of the fees, if the Autonomous Community requires payment.
- Other Documents: It depends on each Community, as an example Computer Support (File of the program used)
Certifying Technician:

Obtaining the registration number and Energy Label:
Here we already enter the Administration procedures, in most cases it is received by email, in others it can be requested by letter or collection "on site". The duration of delivery depends on the competent body.
Based on the previous points, we must be clear about several issues related to the Energy Certificate registration process:
First: Before starting the certification process, we must have read the specifications and characteristics of the competent registry in order to determine what documentation we need.
Second: Currently, in most cases, both the energy certification portals and the certifying technicians are offering the "Energy Certificate + Energy Label" at a fixed price.
What does this point entail?
In order to obtain the Energy Label, the technician performs the registration process, so it is necessary that in the on-site visit it is established what documentation we need to obtain from our client:
- DNI of our client.
- Authorization Model for the Competent Technician to process the application for registration in the Registry.
Third: In most Telematics registration, the signature of the National Currency and Stamp Factory (Here) is required as a minimum. Registration is requested, they give us an identification number, we go and sign in a competent delegation of the Administration (Treasury) and within 24 hours we already have the signature.
Quarter: In some registries, measures are being taken to proceed with the expiration of the inscription of the energy certificate in the registry if all the required documentation has not been provided. Terms of 10 days are established from notification due to lack of documentation.
Obviously, the entire process outlined is not a quick matter in its formalization or in the documentation that is required, so we do not understand those low prices offered in the drafting of the Energy Certificates.
