A few days ago we already talked about the fact that the approved program for the energy certification of buildings CE3X (Simplified option) was not currently going to be updated according to the note issued by EFINOVATIC in light of the requirements of the new technical code, taking into account the latest updates. From the portal of the Technical Code (Ministry of Industry) they have issued a informative note to clarify the application of computer tools for the verification of the requirements established by the Order FOM / 1635, of September 10, 2013 (BOE 09/12/2013), by which the Basic Energy Saving Document DB-HE is updated. To meet the new demands, a tool that unifies the leader and calener program.

5.- The new DB-HE of the year 2013 introduces a series of modifications on the requirements of the 2006 document and in particular, for new buildings and extensions of existing buildings, new requirements relating to the consumption of primary or renewable energy and explicit demands on energy demand, indicators that are also contemplated in the regulations for the energy certification of buildings.

7.- Even though the new DB-HE does not establish the obligation to use an official tool for verifying demand and energy consumption requirements, this Directorate General has considered it convenient to make a new free computer tool available to designers that allows the verification of those DB-HE requirements that require the evaluation of energy demand and energy consumption of buildings.
8.- This has meant the unification on a single platform of the official general programs used to date for the assessment of energy demand and energy consumption (LIDER-CALENER), as well as the adaptation of the tool to the changes introduced by the new DB-HB. This new tool is called “LIDER-CALENER unified tool"… .etc. (It is already available at the end of the article)

10.- In view of the above, and to facilitate the adaptation of professionals to the new tool, and in the field exclusively of the verification of the DB-HE, it has been considered appropriate to enable a maximum period of coexistence of nine months for the use of the official IT tools LIDER and CALENER that runs from March 13, 2014 and that will expire after this period expires or before if the end of the process of modification of the regulatory scope of energy certification allows it. The foregoing should not be understood in any case as an extension of the term for the application of the regulatory requirements, but rather as a coexistence of the official computer calculation tools.
11.- The The use of the LIDER and CALENER tools during the coexistence period must be carried out following the technical criteria detailed in the ANNEX of this informative note… .etc.

ANNEXED
1.- For buildings for private residential use:
- The climatic zone of the building is defined in the Appendix B of Section HE1 of the DB-HE of the year 2013 and not the one assigned by the program, if any. In the case of a locality to which the alpha climatic zone corresponds, if the locality belongs to the province of Tenerife, the climate of the locality of Tenerife should be adopted and if it belongs to the province of Las Palmas, the climate of the town of Las Palmas de Gran Canaria. - If equipment for an air conditioning service were not defined in the project, it would be necessary to manually enter into the program systems whose characteristics are those defined for the reference systems in the table 2.2 of sections HE0 of DB HE 2013. In the reference system for cold production, the performance value must be understood as the quotient between the compensated sensible heat and the electrical energy consumed. - The ventilation rate defaults to 0.63 renewals / hour, in which the use of private residential buildings has been taken into account through a standardized profile.
2.- For buildings other than residential use:
- The climatic zone of the building is defined in Appendix B of section Db-HE 2013 (See table B.1 and B.2 above) and not the one assigned by the program, if any. In the case of alpha climatic zones, the climate corresponding to the locality of Tenerife or Las Palmas de Gran Canaria should be adopted.
- The ventilation rate is set by default to a value of 0.80 renewals / hour to calculate the requirements 2.2.1.1.2 of section HE-1. (From OVACEN we add the table, in addition you can access the DB-HE of the year 2013 by the BOE…. HERE, for the table is page 14)

Lider Calener Unified Tool:
The computer application enables the verification of requirements 2.2.1 of section HE0, 2.2.1.1 and point 2 of section 2.2.2.1 of section HE1 of the Basic Energy Saving Document DB-HE. The requirement established for new construction buildings for use other than private residential in section 2.2.2 of section HE0 must be verified, as established by DB-HE, according to the basic procedure for energy certification of buildings. Other applicable requirements of sections HE0 and HE1 must be verified by other means.
