
Royal Decree 732/2019
Following the guidelines and regulations of the European Community and within the framework of energy efficiency in buildings and the regulatory requirements for compliance with international commitments on climate and energy, the BOE has been published on Royal Decree 732/2019.
The modification comes to adapt the Technical Building Code (CTE) to the new requirements that will improve the performance of buildings both in relation to their energy efficiency and in relation to the health, comfort and safety of users.
Royal Decree 732/2019 has been developed basically to respond to the obligations established in Directive 2010/31 / EU and 2013/59 / EURATOM.

Thenew «Basic Energy Saving Document (DB HE)», this document is aligned with recent national and European legislative initiatives aimed at saving energy in different sectors and promoting energy from renewable sources.
The new buildings that are built after the entry into force of the new regulation will have high energy efficiency, which, added to the greater contribution of energy from renewable sources, will mean a reduction in energy consumption, compared to current ones, around 40% on average.

With the new DB-HE The quality of the thermal envelopes of buildings will be improved and the use of the most efficient and sustainable technologies for their conditioning will be promoted, which will allow adequate conditions of comfort to be achieved with minimum energy expenditure.
The Document reviews and updates the regulatory requirements for energy efficiency of buildings in compliance with the provisions of theDirective 2010/31 / EU, which establishes the obligation to carry out this review periodically.
The review of the requirements in terms of saving energy in homes and incorporating energy from renewable sources in the building sector is also essential for the progressive progress towards a competitive low-carbon economy in 2050, an objective with which Spain has committed itself through international agreements in the last Climate Summits.

The new section of the «Basic Health Document», section HS6 «Protection against exposure to radon» It is a partial transposition of Council Directive 2013/59 / EURATOM, of December 5, 2013, which establishes basic safety standards for protection against the dangers arising from exposure to ionizing radiation.
This new section of the Code includes the regulatory measures to limit the penetration of radon into buildings depending on the municipality in which they are located. With all this, the exposure of people to radon gas is limited, thus reducing the risks associated with it.
What's more, changes in the «Basic Fire Safety Document», which will make it possible to reconcile the necessary prevention of the spread of fire through the facades of buildings with the new demands for energy saving, as well as technological innovation in the sector.

From here the headaches begin for many professionals in the sector as they will try to meet the new requirements where some voices are already raised … «It hardens them so much that it makes it inapplicable in buildings with a medium or high percentage of openings«… "The DB HE 1 calculation method gives inapplicable results with thermal insulation of a span in facades for the Canary Islands".
