Order FOM / 1635/2013 updating the Basic Document DB-HE Energy Saving of the Technical Building Code.
Through Order FOM / 1635/2013, of September 10, published in the BOE on September 12, 2013, updates the Basic Document DB-HE Energy Saving of the Technical Building Code approved by Royal Decree 314/2006. (Correction of errors Order FOM / 1635/2013, published in BOE 08/11/2013… HERE.)
In compliance with the European Regulations, through this provision the Basic Document of the CTE DB-HE regarding energy saving is updated and it is partially transposed into the Spanish legal system, Directive 2010/31 / EU of the European Parliament and of the Council, of May 19 of 2010, regarding the energy efficiency requirements of buildings, established in its articles 3, 4, 5, 6 and 7, as well as Directive 2009/28 / EC of the European Parliament and of the Council of April 23, 2009, regarding the requirement of minimum levels of energy from renewable sources in buildings, established in its article 13.
The updating of the Basic Energy Saving Document, DB-HE, which is approved by means of this provision and the requirements established therein, constitutes the first phase of approach towards this objective of achieving «buildings with almost zero energy consumption» before the aforementioned dates, which must be continued in a short term with new stricter requirements, which will have to be approved in a regulatory manner before the aforementioned dates are reached.
