As a summary, two documents must be presented:

A National Energy Efficiency Action Plan 2014-2020: (A)

It is made up of two parts:

  • Article 24.2 of Directive 2012/27 / EU of the European Parliament and Council requires all members of the EU to present this plan, the first of them no later than April 30, 2014 and then every three years .
  • And according to Article 24.1, annually we must also present a report of the objectives achieved no later than April 30 of each year.

Goal achieved! … This is the Spain's National Energy Efficiency Action Plan 2014-2020.

Long-term strategy for energy rehabilitation in the building sector: (B)

In this case, what must be fulfilled is the Article 4 (Renovation of buildings) of the European Energy Efficiency Directive 2012/27 / EU that says:

«Article 4. Renovation of buildings.

Member States shall establish a long-term strategy to mobilize investments in the renovation of the national park of residential and commercial buildings, both public and private. This strategy will include:

a) an overview of the national real estate stock based, as appropriate, on statistical sampling;

b) a definition of cost-effective renovation approaches in relation to building type and climate zone;

c) policies and measures to encourage comprehensive and cost-effective building renovations, including deep phased renovations;

d) a future perspective aimed at guiding the investment decisions of individuals, the construction industry and financial institutions;

e) a calculation based on real data, of the energy savings and the benefits of greater radius that are expected to be obtained.

No later than April 30, 2014, a first version of the strategy will be published, which will be updated every three years and will be sent to the Commission in the framework of the National Action Plans for energy efficiency.

The report or plan that must be presented to the EU also has deadlines, the first of them no later than April 30, 2014 and then every three years.

As in Spain "we know it all" we presented the A + B Report together, but apparently we suffered a "slap" from the EU for lack of rigor, and we had to present the Report "Long-term strategy for energy rehabilitation in the building sector" after the mandatory date, in June 2014.

What interests us now is to talk about theLong-term Strategy for Energy Rehabilitation in the Building Sector that we present and will mark the form and actions that Spain will have throughout these years, and that it must comply with all its points before the EU.

The document is very extensive and certainly deserves to be read, although most of the objectives are reasoned and we can recognize them, a new point appears that should be highlighted as the creation of the"Building Book for Existing Buildings". In summary, the most important measures will be:

Achieve cultural awareness in favor of rehabilitation:

  • Design and implementation of dissemination and awareness campaigns.
  • Specific days of technical training and participation
  • Preparation and dissemination of explanatory guides
  • Development of web pages, informational and help portals
  • Dissemination of good practices
  • Incorporation of rehabilitation and energy efficiency in university training plans
  • Vocational training specific training cycles for rehabilitation.

Development of business strategies:

  • Special attention to the communities of owners.
  • Promoting companies that adapt to the role of rehabilitation
  • Energy supply companies that affect energy values.

With normative character:

  • Promote a management model in Rehabilitation and Energy Efficiency.
  • Flexibility in the application of the Technical Building Code in Rehabilitation works.
  • Generalize the Building Assessment Report.
  • Promote energy certification programs for existing buildings, make it possible to assess different options for improving energy efficiency.
  • Create the "Building Book for Existing Buildings", as a permanent updated set of documentation on all the actions of each individual building (IEE, Certificates, reviews, works … etc)

Administrative measures

  • Simplify, enhance and reduce times with electronic administrative platforms.
  • Promote Local Agencies or Municipal Services for rehabilitation.

Measures to improve financing in rehabilitation

Which ultimately represents more financing programs, grants, ICO line, supporting financial institutions in the design of specific products to promote rehabilitation … etc.

If we stop a bit to read the different reports, we will find some points that are really puzzling. To give an example, and I think many of us are unaware, it is the existence of a exclusive IDAE training platform for all Administration workers, especially energy managers and managers. It is the last straw that technicians must take courses at prices that are often "exorbitant" when those who work for the Administration have resources and access to free courses on energy certification, efficiency … etc. I do not get it! In OVACEN we offer training courses, all for 59 Euros, for trying to make things easy for the technicians and we did not receive even a sad help.

Another highlight will be the creation of the“Building Book for Existing Buildings”… What is this? Can anyone shed more clarity? Because I believe that this issue touches the professionals of the sector squarely.
