Changes in the energy certification process for buildings in 2016
Those of us who are interested and follow the energy certification process from a normative and legislative perspective are increasingly surprised by the attitude of the administration towards the energy certificate and the way of communicating "important notes" to the certifying technicians.
On December 14, 2015, a "Bomb" was literally released in an informative note that affects all certifying technicians, without exception, directly in the report writing in the procedure for the certification of the energy efficiency of buildings.

Significant changes in the certification procedure:
The precise convergence of the energy certification with the Basic Document of Energy Saving - DB-HE of the Technical Building Code (CTE) and the Regulation of Thermal Installations of Buildings - RITE, both updated in the year two thousand and thirteen, forces the revision of the procedure used for the qualification of the building's energy efficiency. From a perspective of calculation in programs, the most important changes are:
Power consumption indicator.
The consumption of non-renewable primary energy has been adopted as an indicator in the certification, in correspondence with section HE 0 of the DB HE, in accordance with the provisions of Directive 2010/31 / EU.
Climatic data and rating scales.
The climatic data used for certification have been unified with those defined in the DB HE for the different climatic zones. Likewise, the scales have been conveniently corrected to adapt them to the new climates, maintaining the previously established criteria for setting the limits of the different classes.
Step factors.
The updated step factors established in the RITE Recognized Document, "CO2 emission factors and primary energy transition coefficients from different sources of final energy consumed in the building sector in Spain, have been implemented in the certification procedure."
Replacement systems.
The technical characteristics of the replacement systems have been modified to adapt them to the regulatory requirements established in the RITE.
Ventilation levels in residential buildings.
Ventilation levels more in line with the real conditions of use of residential buildings have been defined.
Obligation to use the latest versions of energy certification programs
If there are two highlights of the information note provided by the Ministry of Industrial, of course this is the most important…. "From January 14, 2016 the respective registries of the Autonomous Communities and Cities will only admit certificates generated with the new versions of the recognized programs.

New statistical data file
One of the most significant changes in new versions of the programs is the generation of a new digital file in XML format (XML is a format that allows data to be read through different applications, similar to HTML but its main function is to describe data) to be provided with the Report.
