Certification approved programs to be used since 2007

The Ministry of Industry defines the approved certification programs to be used since 2007.

Again, the Ministry of Industry updates us again the original document of Answers to frequently asked questions about Royal Decree 235/2013 in certification of the energy efficiency of buildings that was published on July 8, 2013. In this case a new section appears in the index "Reference software".

This document includes the most frequently asked questions about the certification of the energy efficiency of buildings, in relation to the following aspects:

  1. Competent technicians (Added to Industrial Engineer….and his assimilated Chemical Engineer)
  2. Area of application
  3. Buildings occupied by a public authority
  4. Buildings regularly frequented by the public
  5. Technical and administrative conditions related to energy efficiency certificates:
  6. Energy efficiency label
  7. Reference computer programs (New section)

In the new document only the section 7 with a single question that has its importance in the drafting of the energy certificate for properties after November 1, 2007.

7.1.-What are the recognized documents (approved certification programs) to be used for energy certification of buildings?

In the case of existing buildings and, as of June 1, 2013, the recognized documents for existing buildings must be used.

To obtain the project certificate or the completed building in the case of new construction buildings (that have not been occupied) with an application for a building license after November 1, 2007, the recognized documents for new construction must be used. (In short, the approved programs in certification for new construction CERMA, CE2, Calener VyP or Calener GT - Access to energy certification programs should be used)

In the case of new construction buildings that have applied for a building permit before November 1, 2007 and that now want to be put up for sale or rent, they must use the recognized documents of certification of existing buildings.

Note: Given the above, we have called to explain what would happen if we were to certify a house of a Building built with a request for a building license after November 1, 2007 in which they are already living in different floors but ours it has never been occupied.

Case 1.- If you have a 1st Occupation Certificate: Recognized documents for existing buildings must be used.

Case 2.-You do not have a 1st Occupation Certificate (for whatever reason): Recognized documents must be used for newly constructed buildings.
