The fences are due to the excess moisture that accumulates in the pot.
If the stain is light and not noticeable, you can remove it with hot bleach, scrubbing with a root brush and then rinsing with plenty of water. If the stain is dark, the best option is to use hydrogen peroxide of 110 volumes, applying it with a brush and letting it act. Repeat until the stain has disappeared or is very clear. When it has dried, varnish the area so that it is renewed and not noticeable damage.
